It depends entirely on the journey being made, I work in a ticket office and our fare manual has an index of over 100 pages just for time restrictions.

Peak Services commence at different times of the Day depending on where you are in the UK. But would always cover 06.00 - 09.00 period in the Morning and those companies that operate an Afternoon / Evening Peak service from 16.00 - 19.00. However some peak trains start earlier due to weight of passengers later on the journeys.
OFF Peak does not mean that the tickets are valid from 9am either, its the time of service into destination that dictates the class of train (for example we have a service that begins its journey at 08.35 as a peak commuter, runs about 50% of its service, pulls into a station as a peak, yet as soon as it leaves it becomes an Off Peak service, then on the other hand we have a service that has a longer journey that starts at 08.01 as a Peak, but Off Peak London tickets are allowed on the service (only to its destination point and no other servers) but the stop 5 minutes before you have to have a Peak ticket).
If you are going close to the Peak / Off peak time check with the ticket clerk on duty when you purchase.
Also, remember some other tickets like Savers, Advance Fares, Discounted Fares or Discount Card Holders also have restrictions on travel after Off Peak time.

It depends on the train operating company and on the route, Usually it's between 6am and 9.30 - 10.00am and 4.30 to 6pm. There are no peak hours at weekends and bank holidays. However, if you purchase a ticket on line from any reputable site, you will not be sold an off peak ticket for a train on which it is not valid.

Generally discounted fares such as 'Savers' and 'Cheap Day Returns' that you buy at the time of travel are valid after 09-30am on Monday to Fridays but not between 4pm and 7pm, and anytime at weekends. However most train companies have various exceptions; for example Virgin Trains from London Euston permit 'Saver' tickets to all destinations to be used from 09-15am and to most Scottish destinations at any time. Advance purchase discount tickets
are often available on early morning trains too with most train companies. If in doubt check with the train company you are travelling with

it varies depending on the type of ticket that you have and where you are travelling to and which route off-peak hours are usually between 09.30 & 14.58, from out of London and Stevenage, and if you are travelling from the north you cannot arrive into London before 1115, best thing is to check where you are travelling from as some restrictions may be different depending from where you start and finish your journey.

The AM Peak time is 07:00 - 09:30
The PM Peak time is 16:00 - 19:00
