Scripture does not provide us with a list of uninspired books such as the Gospels of Peter, Paul, and Thomas, and does not explain why those books are not in the Scripture believers Bible. How can the Scripture believer differentiate between which books are inspired and which are not?

The decision has been made for us. However, if you want to make that decision read the material and make the decision for yourself. After careful study, you will conclude that those who made the decision were correct.

Jed's answer is very interesting. It does explain that the Gnostic and the Canonic writings are contradicting each other, but it does not explain why you should choose the one and not the other. Oh, and the apocalypse of Peter for example is not Gnostic, and it was quite popular in the first few centuries AD. The list only really stabilized when christianity was legalized, before that people had many different collections of christian writings. But when the state is involved, suddenly the difference between heretism and dogma is very clear and important.

This matter was settled long ago.
Only recently has this debate been brought up. Conspiracy theorists and others looking to make a buck have been pushing this.
The fact is, the writings that were NOT inspired contain contradictions to the ones that ARE inspired. Therefore, both could not have been inspired. God does not contradict Himself.
We need to remember, the Apostles taught against and fought against the group called Gnostics and their twisted teachings. That's what many of those so called other books are. Gnostic works. They are essentially worthless.

Do some research on the Council of Nicene. The history of why and which books are used by which sects is fairly interesting. Unfortunately it begs the question of why there are no eyewitness accounts.

The Bible has lessons as well as historical events recorded in it. The Christian needs to pray that the Holy Spirit within them helps them to understand that which they need to understand. That is why non Christians have difficulty understanding-there is no Holy Spirit within them to help them distinguish what is inspired and what is history of the times.
