If you are not on the electors roll in the UK does that mean that you are not paying council tax?

Every household receives a demand for council tax regardless of whether or not they are on the electoral roll. Also, I think that even if you are entitled to go onto the electoral roll you do not have to do so if I you don't want to, my 19 year old son has decided to go down this route and it seems to be legit., although old leftie Mum not too happy, it has nothing to do with council tax though as all properties have ownership or renting records.

It probably means that you did not fill in the form that was sent to you nor send it back. If you are a foreigner you would also not be on the electoral roll because it is only for UK citizens over 18 years old.

No. It just means you didn't fill in the electoral registration form.

The council tax and electoral registers are dealt with by different sections of your local council and they never speak to each other.

The two are not directly connected.
You should get a separate form from your council to ask who in the household is eligible to vote.

Probably - lots don't pay it because they are not on electors roll and don't want to be - illegally, but usually get caught eventually.
