No you dont, but it would help. What you actually need to do is to understand exactly what Blu Ray technology is. Have you ever seen a DVD or CD being red, the little red laser is what places data and also what reads it. Now the blu ray means that instead of a red laser the laser is violet or blue. This Blu Ray (hence the name) is much more precise when placing data on a disk and hence where as the normal DVD or CD can hold only a certain amount of Data that disk burned with Blu Ray can hold up to as much as 10 times more.
So what does this mean all the data can improve the audio and video quality of DVD's so if you buy a blu ray disc you are sure to get better quality. This really does not affect you WHETHER OR NOT you have a HD TV or not.
So the answer is no you dont need a new TV. Well i read about Blue ray at http://tvguidechannel.info/2007/11/28/blu-ray-disk-tv/
They also have a cool video documenting the differences too you can take a look.

With a HD Tv and a HDMI cable you would be able enjoy the PS3 at its maximum output of 1080p. Video games and movies will blow you away at such a high resolution. Just make sure the Tv supports 1080p because some only support up to 720p.

They'll play but won't look much different to DVD on a normal set. If you ever notice the MPEG compression (where it looks a bit fuzzy around the outlines of things) on DVDs through a normal TV, then you won't see this fuzz with BluRay but that's about all the improvement you'll notice on it.

You'll be able to play them on a standard tv, but they'll only look about the same as a DVD on it.
