Or are they saying that people would not be sinning without Satan?

Similarly, had Judas not betrayed Jesus, how would Christians be saved?

Without the concept of ultimate evil, Christianity would not exist as it has for centuries. There must be an enemy (either terrestrial, otherworldly OR both) for many theistic religions to survive and attract adherents. The construct of Hell is important to Christianity, fear being a powerful motivator. Few recognize Hell's true importance in the religious scheme, IMO. They don't give their Devil his due.

Lucifer doesn't run hell, he will be an occupant of it like everyone else there. God is in charge of everything.
People sin because they have the desire to. They would sin whether Satan existed or not.
If Judas had not betrayed Jesus Jesus still would have fulfilled His mission here on earth. God's will and purpose is not subject to or dependent on the activities of human beings.

Satan is not running hell. There is no actual hell, it is a virtual place, a record of God, a book if you will. (for Biblical proof see homepage at my profile)

The salvation of Christians have to do with the shedding of Christ's blood, his pass over sacrifice for our sakes. If Judas had not betrayed Jesus, Jesus would still have been sacrificed.

God's prophecies cannot but be fulfilled because of his will and power. If it hadn't been Judas it would have been another Judas.

I suppose if hell wasn't a concept Satan wouldn't need to fall, and if the idea of sin wasn't as infantile as christians would have us believe, they wouldn't have to rely on such a myth and have it so easily challenged.
Most religious societies have had their underworld, so christian conceptions of the world are following suit.

I notice someone above wrote that god actually runs the show in hell. This is like Bill Gates owning Apple and running it against himself as competition, even when he could close it down. I'm sure someone will have a 'clever' explanation to refute this, but I won't be wringing my handkerchief just yet.

Hell is yet in preparation. Satan and his cohorts who will join him therein are not yet been thrown down until the judgment comes.

Hell is not Satan's kingdom!! Its an eternal punishment, don't you know that?
Revelation 20:10
And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever.

Satan is yet to be cast in hell but for the meantime his wandering around looking hastily for potential victims because his punishment is near...
1 Peter 5:8
Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour:
Revelation 12:12
Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabiters of the earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.

The prophecy of redemption should be fulfilled even if Judas had not betrayed Jesus. He is out in the temple daily and the Jews could possibly arrest him anytime.
Matthew 26:55
In that same hour said Jesus to the multitudes, Are ye come out as against a thief with swords and staves for to take me? I sat daily with you teaching in the temple, and ye laid no hold on me.

Because God is all knowing and sovoreign and works in mysterious ways but remember Jesus told His disciples that He must go to do His Fathers will and it was the prophecy fortold otherwise how else were Gods children to be reconciled through Christ back to our Father. He had to die on the cross it was the only way otherwise why would God have to send His only begotten Son to be a propitiation for our sins.

But He did fall.And Judas did betray Jesus and Jesus was crucified on the cross for our sins.
One night no one could help me .I said Jesus I am a sinner.I believe You died on the cross for me.Please forgive my sins,Come into my heart Jesus. AND ALL OF THE SUDDEN I felt PEACE AND LOVE and the KNOWLEDGE THAT I WAS GOING TO GO TO HEAVEN AND BE WITH JESUS FOREVER.

Instance 2: I suppose that WOULD have been a bit of a sticky wicket for the plan of salvation now, wouldn't it?

If Lucifer hadn't turned on God, there wouldn't be a Hell in the first place. All things would be good until someone betrayed God, which would eventually happen because God allowed free will.
