He's called a Drill Sergeant in the US Army or Drill Instructor in the Marines. He is a non-commissioned officer of the rank of Staff Sergeant for the most part, with SDIs being Gunnery Sergeants of Senior Gunnery Sergeants in the Marines and Sergeant First Class and Master Sergeant in the Army.
Drill instructors go through a rigorous training course, where they are taught how to march, cunduct drill & ceremony, proper uyse of the uniform, physical training and military history. Graduates of the Drill Sergeant's Academy (Army) and Drill Instructor's School (USMC) earn the right to wear the distinctive Olive Drab Campaign Hat, which was worn by US soldiers in WW1 and early in WW2. USAF and USCG instructors wear the same hat, but in blue.

It depends on the boot camp. In Navy boot camp they are called RDCs (Recruit Division Commander) and in the Army and Marines they are called Drill Instructors or Drill Sargents.

by the way, it's boot camp that the drill sergeants run, not booth camp. You can recognize them by their Smoky the Bear campaign hats.
