God created the moon so ancient man could have light at night and also the earth could have tides and the wolfs could howl at the full moon. God created humans and they in turn some choose to be atheists.
P.S. Wow just read Morgaine''s answer after I posed this. But I supose like minded people think alike.

They weren't atheists when He created them. He has given them the same opportunities to come home as everyone else.
He created the moon as light in the night and a counter-balance to the orbit and rotation of the earth.

G-d creates us to make our own decisions. Thus people are free to believe in something that is not. As for the moon. I suppose he wanted us to look at something beautiful during the night.

Atheists choose to be who they are just like anybody else and the moon is useful for all kinds of things.

Moon: To be the light that governs the night.
Atheists: God created all people for His glory. The fact that they do not glorify God is their choice, but it is still their purpose.

He created people and since their birth, they have the choice to believe in Him or to reject His existence. The moon keeps the tidal waves at peace.

All thinking people will agree that there is some possibility, however small, that their Creator exists. If I reject God, and if I am smart enough, I will prepare for the possibility that I might meet my Creator after I die. If He exists, of course he will ask me why I rejected Him. One defense I may use is to tell Him how I tried to get believers to convince me but they couldn't.

Atheists: to give me someone to minister to.
The Moon: tidal control; illumination of the planet at night (yes I know it reflects off the sun...); etc...
