Last year I used scotch tape, it held pretty well but there must be something better that won't make holes in my woodwork.

Every year I find the manufacturer's have invented new ways to put up and hold up lights and decorations. I search places like Home Depot, Lowes, Kmart, Wal-Mart, etc. I don't buy the first thing I see. I look at what's available at several places, then I go back for the best ones. One of my favorites are the 3M Command hooks that you stick up for the holidays, then pull off cleanly after wards. They work very well.

My low-tech method is to drape tons of lights over the curtain rods. Another thing I did was cut stars out of metallic gold paper, stick it to the back of another one, with a string in between them, then just tape them at different lengths to the ceiling near the air vents. They twist and catch the light in the day, and reflect the inside lights at night. We all loved them so much we didn't take them down for 6 years. We only took them down because we were moving.

Command hooks do work very well, as other answerers have told you. But they are once and done. A cheaper solution, if you want to go around a window frame is "stick 'um" - at least that's what it is called in Canada. It is a putty that is sticky and really strong and you can remove it and re-use it. I have seen in in blue (not so inconspicuous) and white (almost invisible if you have white frames) and is strong enough to hold the lights and comes off without damaging the paint. This stuff is also awesome for holding candles straight in their holders.

Inside would look best, however it also depends on the size/type of lights.

those 'command' hooks are awesome. no nails, hold well.
