In Islam, mentally handicapped person cant sin as they do not have the capability of judging good/bad. In Islam, each and every being is different in terms of knowledge and capacity given to them, thus, they are judged based on the knowledge they possess.
23.62 And We do not lay on any soul a burden except to the extent of its ability, and with Us is a book which speaks the truth, and they shall not be dealt with unjustly.
A burden - accountability. For example, in trying to find a solution, one could only decide based on the knowledge he has, and must try to choose the best solution with "heavy balance" (measure pro and cons) . If it comes out bad, ie outcome is unintended, but the balance is heavy, it is good enough.
101.6-9 Then as for him whose measure of good deeds is heavy, He shall live a pleasant life.
And as for him whose measure of good deeds is light,
His abode shall be the abyss.
[11.93] And, O my people! act according to your ability, I too am acting; you will come to know soon who it is on whom will light the punishment that will disgrace him and who it is that is a liar, and watch, surely I too am watching with you.
23:102-103
Then those whose balance is heavy, - they will attain salvation. But those whose balance is light, will be those who have lost their souls, in Hell will they abide.

No, no one is incapable of sin, including deaf, blind and mute such as Helen Keller. She made contact from her silent and blank world through speech with her hands and braille...and eventually learned to speak and traveled the lecture circuit. She was extremely intelligent and definitely knew the difference between right and wrong.
If one is at or above the age of reason and is deemed ABLE to know the difference between right and wrong, one is accountable for their sins. At my parish they are currently working with challenged children in order to include them more fully into the Lord's family.
My personal opinion? Have you ever looked into the face of a Downs Syndrome child? There, you will see God's pure love shining back at you.

I've heard of people becoming deaf and blind. I don't know if anyone was ever born that way. If so, I think they would be without sin. The only way to know wrong is by hearing it or seeing it.

Don't mentally handicapped people who commit murder get psychiatric care/wards?
I would think the blind and deaf thing would cause the person to be mute. I'm amazed they can learn anything.
Xianity should be labeled as a mental handicap.

All people are capable of sin to some degree...the bible says all ....all have sinned and come short of the Glory of God....even a two year old knows when it does something wrong.....Helen Keller did all right for someone who was deaf and blind....it doesn't mean you don't have a mind and can't learn how to communicate...especially in this day and age....

Just because someone cannot hear or see it does not mean they cannot sin- There is no one incapable of sinning, or God would have sinned- ALL have sinned except................... God is truth so He cannot lie, so ALL is ALL and that is ALL ALL is. I know some mentally challenged people and I can tell you sometimes I wish I had the love for Jesus that they do
