Wow. My family has a dachshund that does the same thing. Whenever he gets a drop of water on himself, he shakes. Just try to keep a place in the backyard dry with a tarp or something. Maybe put a "Peeing Pad" inside your house somewhere like a bathroom or something so your dog can go inside. That's what we did. The Pad has a smell that encourages dogs to go on it. It's not that expensive and you can use it over and over again. But you have to wash it first. It's at Pet shops and PEtco and stuff.Good Luck.

My mini-Doxie is the same way,even when I go out with her so I leave a pee pad by the door when it rains and she uses it. Nothing else works. Oh, she is also afraid to go out by herself after dark! Go figure! I have to go into the yard with her or wait at the door when it's dark

I have a terrier mix that is the very same way. I have to go out with her and sometimes pick her up and take her out (and she's not that small!). It get rough for you I bet. I live in north Louisiana so it's not quite as bad here.

Pick him/her up and take her outside and stand out there with her....that's what I do with my Chihuahua's. They do their business much faster than usual because they just want to go back inside the house.
*Note: Just because he/she is a small dog doesn't mean that a wet ground is going to hurt his/her or her feelings! It's not what he/she wants...it's what you ask of he/she to do since you are the OWNER!

You should buy a raincoat for her. If your dog won't wear one you can get an umbrella that attaches to the leash and she won't get wet. For the snow she can wear snow boots that would protect her feet.

*hangs head in shame* As much as I hate to admit this - my 70lb lab is the same way. Even though Labs are water dogs, mine apparently is a priss and refuses to get his paws wet from grass. The only way we can get him to go out on the grass is to walk out in it ourselves and basically force him onto the grass. Sometimes he will just put his back paws in the grass and leave his front paws on the road and go pee/poo that way - so only 2 get wet. :-) I guess it is just one of the pleasures of having a dog!

try putting boots or booties or him/her my 2 dogs are the same way they wont go outside if its raining so i put a raincoat from petco the hat and boots on them and they run outside do they're thing and run back in really quick. its really funny seeing a daushund and a pitbull in rain gear 2
