If someone is driving a friends car and is stopped for out of date license tabs will that person get ticketed or the owner of the car?

The driver is responsible to check this stuff out before driving.I'll have to admit that I never do though.

The driver is the one driving a vehicle that is not legal to drive, therefore the driver will be the one charged! If you are driving a car that is borrowed or rented, you should always check it for damage and problems prior to your getting into the vehicle. You do not want to be blamed for damage that was previously done. When you are doing the walk around, look at the license plate to be sure it is valid!

The owner is responsible. But if I were driving it, I would get them up to date. Unless you want a ticket. You will get the ticket. Don't drive the car with expired decals. I recommend calling your local DMV and see if they offer temporary tags. In some states anyone can renew a vehicle without being the owner, California you have to be the owner to renew, I know that in some states if you pay for the renewal without the safety or emission (Smog) you can get a temp until you get them. I will say this I know what I am talking about. (day off)

The person driving will get the ticket, but only the owner will be able to get the car out of the impound yard, and only after buying the up to date tags.

Matt's answer is wrong-it is the driver.
Technically (and legally) driver of any vehicle is obliged to ensure that a motor vehicle is capable of being safely and legally driven on the road BEFORE being driven anywhere.
If you drive your friend's car and it is not registered, you will get a ticket.

THE PERSON DRIVING THE VEHICLE WILL ALWAYS GET THE TICKET BUT MOST OF THESE ARE DISMISSED IF THE OWNER GETS IT DONE WITHIN 5 DAYS OF THE EXPIRATION DATE.

whoevers name is on the paperwork of the car gets ticketed.... lets just say u have to be somewere fast n borrows ur frnds car... u gonna check up if ur license tabs out of date... thats how i think of it... GL...
