George, the phrase is not found in Acts 10.

It's not in there. It says though. It isn't the washing away of the filth of the flesh. But a Good conscience toward God. I can't remember book, chapter, and verse. But I would stake my life on my quote.

The phrase is a construct of systematic theology, not biblical theology.

could you be talking about when peter witnessed to Cornelius? and they started speaking in tongues, and this was proof that God had also brought salvation to the gentiles?

in the book of Acts...
