some guy who lives above me talks so freakin' loud. everytime he says something, i hear him. and my walls and ceilings aren't even thin.

He may be hearing impaired. One controls the pitch, and volume, of their voice, by virtue of their hearing. You may have noticed, older people sometimes speak very loud. It is because they can't hear very well. The deaf, also have difficulty controlling the pitch of their voices, account of not have that feedback. However, your neighbor, may just be, a loud mouth, a**hole.

I use to use brooms, just yell shut up or something similiar to that....usualy works hehe.
