Were it not for Buddhism, yes. "Religion" would be any any collection of people that gather for the purpose of worshiping a particular deity. However, the purest forms of Buddhism have a complete lack of such a practice. There isn't really any way to define "religion" in such a way that it includes Buddhism, without including non-religions.
