NOTHING is 100% safe. MasterCard and VISA ***CREDIT CARDS*** protect you against most fraud when you buy things on the Internet. International purchases (from countries other than where you live) have much less protection. PayPal and Western Union give you 0% protection. If you are worried about someone stealing your credit card number, nearly every credit card provider lets you generate a one-time use virtual account number (VAN) from their website. A crooked merchant won't be able to use your VAN more than once nor more than the limit you set.

Not familiar with Paypal, but using a credit card gives you additional rights as a consumer.
Also there are ways to protect yourself should you not receive your order or the product was defective or not as ordered and the company you placed the order with does not want to honor its obligations.

Buying with credit card will give you certain consumer rights if something goes wrong, which you don't get with paypal.
