Absolutely not. Most legitimate media will require proof of usage rights prior to running your ads anyway. If they don't, you're still taking a big risk. If you're caught, the financial consequences would vary depending on how much you've invested in your ads and how serious a celebrity's reps are about protecting their clients' property, namely their image, in this instance.

A release from the photographer is not enough.

Probably not. UNLESS you have a release from the photographer - if it's copyrighted material, you'd be setting yourself up for a lawsuit.
