ANYONE can pass the test, but you need to pass the test with a high enough score combined with awards points, time in service and a bunch of other things you should really educate yourself on before you get advanced. If your rating is a small community with only a given number of advancements each cycle it is going to take some time to make rank. Also, if you are in a rating that is being eliminated or merged with another rating in the near future you are also going to have a hard time going any higher. For example the PS rating did not advance ANY PSCM's or PSCS's last year. What do you think that does to the E3's trying to make rank? You don't. If the top doesn't move neither do you or if your community is small and their is only one new Master Chief and one Senior Chief made each year like with MC you also are not going to make it very high up the advancement ladder.
Take your racist crap and take it to the head where it belongs. We could only hope that was the cause of things in the Navy but it's not. It is all a numbers game. Go learn about the system from someone who really knows what they are talking about and you will know what you need to do to make rate quicker.

bull twinkies. your race, creed, or gender has squat to do with it.
Choose your rate, choose your fate. say 500 people take the test, and 350 pass it with a high enough score to advance. But guess what, the Navy only needs 100 new PO3s in that rating. so the first 100 tack on the crow, and the rest don't. simple as that.

Last time I took a rating exam selecting what race you are was not there. It depends on you Evals, Test Score and a couple other minor things. Next time try studying your Bib. the whole thing, like BMR's NEETS, etc. It also depends on the quota on your rate. I made PO3, PO2, and PO1 the first time each time, but now am on my third attempt at CPO. Race is not part of it, it is all you.

What are you trying to advance to, are you an officer or enlisted. ENs are advancing like nothing else right now, I remember even when I was in BECC almost every instructor that was an EN was a chief select. I am assuming by now that you know how advancements work, some rates advance poorly, sometimes you aren't told much of this when you enlist and its kinda dirty, I chose to be an EN and I advanced like lightning, I also didn't go out on liberty a lot though and spend a lot of time studying for my advancement tests. If you are having trouble advancing to chief then I would be talking to your review board and trying to find out why they aren't advancing. If your an E-5 or above you know your chances of cross qualifying are slim to none so you may be in for a little wait.

I highly doubt its because you're white. I'm white and had no problem making rank. My husband was eligible for Chief after 10 years, with a mast.. What rate are you? That could have a lot to do with it. If you're in an impacted rate, then yeah, its going to take you a while to make rank. Do you have outstanding evals? Are you a squared away sailor? Surface or Air Warfare qualed? You have to make yourself stand out, don't waste time trying to blame your lack of achievment on other people.

Or probably because you are not studying and cutting high enough test scores. Your final multiple is made of your PMA (36%), your test score (34%), PNA points (13%), SIPG (13%), and award points (4%). Maybe you should log off the internet, quit expecting handouts, study more, get qualified, enroll in college, do volunteer work, and become a well rounded Sailor boosting your evals...but before you do get on this website www.advancement.cnet.navy.mil and download your bibs.
