how can i open my control panel? C:/windows/system32dll.exe applcation cant b found. where can i find it and?

control panel wont open add/remove program need lots of help and how do i un-install kaspersky lab i can find in stall due to it all being in spanish. if someone can help me with one or the other question please post it. i belive kaspersky deleted rundll32. please someone thorough detailed explanation on how to do this. help!!!!!!!!!!!!!

Click Start, Run, type in the words Control Panel and hit enter

have you tryed hitting start, bottom left and it should open the computer details, with a short cut to Control Panel,
