Nope, you need the title otherwise the other guys still technically owns the car.

If he has signed the title and you have a bill of sale, yes. If he has not signed the release of interest on the title, no. If you know his new address, you should contact him and get it signed to avoid any problems.

I would call your local DMV. Sometimes if there is no title or a "lost title," you can pay a fee for a replacement title. I am not sure how this works, but the DMV will be able to help. Good luck.
