You might not be able to pay them until the bills are sent out, and that often happens two times a year and they aren't necessarily the same amount.

Some lenders require that if you have a mortgage, you have to have an escrow account with them for taxes.

Yes. Sometimes taxpayers will make a payment early to get the itemized deduction into a particular calendar year. Or delay a payment to a year when they won't lose the deduction to AMT.

You have to have your payment stubs in order to pay, but yes, you can pay the year in full once you get them. Contact your local tax assessors office for more details.
