that's the uvula. The epiglottis (reported by way of somebody else) is the throat-remaining flap, however the hangy-downy venture is the uvula. alongside with the appendix, that's slightly human anatomy that seems to be devoid of function.

It's the uvula, sometimes called the soft palate. Its purpose is to involuntarily close your windpipe whenever food touches it when you swallow. This prevents you choking, as food cannot enter the windpipe.
