Okay umm when you guys acknoledge a girl and say hey how are you doin to her when you see her(even though shes a stranger)do you find her attractive or our you just saying hi...if you find her attractive what would stop you from asking her for her number...

Yeah, he finds her attractive or he wouldn't have been speaking to her in the first place. What stops him from asking for her number? The fact that it's "expected" that he'll ask her for her number (since everyone likely asks her for her number). Who wants to be just one of the crowd? A guy wants to be memorable by creating an air of mystery ...like this guy's done with you, because here you sit asking questions about him. That's what's up!

easy we find the girl attractive and depending on your reaction(you smile, say hi back or you roll eyes etc.) then most guys will proceed to get a number

A warm smile and a very interesting response, such as "I'm Fine and I see that you are too." It may sound a bit corny but it will get a guys attention.
