The only thing mentioned is 'lords of the Philistines'. So the man must have been one of those.

For students of the Bible, this is not news. Since she called for the Philistines in verse 18, it was obviously not Delilah who cut Samson's locks.
The man who cut off Samson's hair is not named because THAT is not pertinent to the passage.

delilah was the woman who ordered some man or barber to cut off samson's hair the bible does not specify who the man was may have been a philistine of one of her servants
