There were like eigth girls in broad daylight in the univ courtyard which is patrolled by security smoking from that thing. What could it have been amd why would they do that when campus security circles the area?

If by "bad" you mean "illegal" then not necessarily. Tobacco can be smoked from the device you describe (call a hookah, among other names).
