They should also make it a point that such birth certificate should bear their name along with their both their parents as well place of birth & the residential address of their parents at the time of their birth. Once they get this birth certificate they should get these certificates Apostillised as this will be necessary for use these birth certificate for their P.R. Immigration for USA.

If they are in USA, or any where abroad, you can get birth certificate from Indian Embassy. I too got one for me.
Also, I am sure your local authorities can issue birth certificate on an affidavit, please contact the local authorities in India but that might be too complicated and painful.
