How did you do the introduction?

Introductions should be done off-leash in a neutral setting.

EDIT: Yeeha is completely right, but I want to correct her on one thing. ALL puppies go through fear periods.

To OP: Try doing a bit of research on introductions and puppy socialization before you make another attempt.

Could be the dog, personalities don't fit, don't know the order of the pack, your first dog wasn't socialized properly, second dog not socialized properly. There are so many things that can go wrong. Herding breeds can be a little funky and they are both puppies. they are developing and growing. Your BC mix is heading into the strange part of growing, BC's often go through fear periods and act really strange. It's not the best idea to have 2 puppies because so many things are changing. I would have waited untill the BC mix was at least a year or gotten an older dog. Right now, you have two puppies who don't really know who they are yet.

You collie was probably allowed to be pack leader and you brough another dog on the grounds. You should have introduced them away from home in a park so they could meet and play and possibly not be a problem going home together. You have got to be careful now...One will dominate the other. Follow their lead. Don't tough, pet or feed the secondary dog first....that causes problems. Which every ones is dominate get petted first, gets praised first, gets to eat first. If you favor the secondary dog you will set off a fight when the dominate ones tries to put him in his place.
