oozes clear goop that forms in to crusty stuff

Probably a fungus. Clean it out good with a q-tip and peroxide and keep it dry. Fungus grows in dark moist places. You can also go to the Pharmacy and get an anti-fungal cream or powder.

Your belly button is basically part of the cord connecting you to your mother, so you can get food, tied into a knot. Hopefully, the knot isn't coming undone, because it shouldn't. Therefore, since I don't know much about this, I would suggest that if the condition persists, to go see a doctor.

Askbabbs already said what I would have told you.
Probably most of us forget to clean our belly button and using a q-tip and peroxide is a good way to do it. That's inportant to remember to keep it clean, expecially for innies, but outties too.
