In most states that is a fact. It is one of those laws that are tied to Federal Funds for highway safety. After you turn eighteen you can apply to the state you live in to reinstate your operator's privilege. Having an operator's license is a privilege not a right.

Not that I've ever heard of - the two are unrelated and I don't believe that would even be legal. That would be like taking away your voting permit because you didn't go to church.

If it is the case that they can do this, I don't want to know about it. It will make me too angry.

after you turn 18 you can have your license no matter what
(provided that you pass the test !)

no, not usually. but why would you want to drop out? these days you pretty much have to have one even to work in fast food :/
