Can I legally run a poker tournament in New York City where there are entrance fees but players do not actually win money? The entrance fee would be used for the sponsoring organization's benefit and not for charity. If you happen to know the applicable laws governing this, that information would be helpful as well.

Why would anyone pay you a fee to play in your tournament? I don't say this often but this is a stupid question....

Do you really think people will pay money to play poker just to make you rich????

I'm assuming there are some sort of prizes given out? Otherwise, you won't get many customers.

Whether the prize is cash or merchandise, if the sponsoring company makes money on the deal, it will be viewed as running a casino without a license. Definitely illegal, no matter where you live.
