What did its parents look like?
The difference between a "bear face" and a "fox face" is often good versus poor breeding....where did you get your puppy?
ADD: Again, look at the parents -- color won't help you, but the shapes of their faces will!

My Pom puppy is 15 weeks old, and I could tell weeks ago his face is more like a fox that my 2 yr old Pom. The muzzle of the pup is narrower. Plus I look at him and see a fox and I didn't with my 2 yr old.

It did not have to come from a puppy mill to be of poor breeding.
