It doesn't have to be an autobiography. Just a few kind words should suffice. It would be key to find out what the reference was for and make some kind of a reference specific to the type she needs, but...you can use that as a template.

You may want to start with, It's with pleasure that I write a reference letter for so and so. I have known so and so for whatever # of years you've known her. I have found her to be a very caring, intelligent and independent lady. She and I have been neighbors for whatever time you've been neighbors,and she's an asset to the neighborhood,shows pride of ownership of her home. Fill in other attributes she has, and you may want to end with, I trust this is all the information you require as a reference for so and so. If you have additional questions, please let me know.Sign it sincerely, and your name.

Well, your last sentence is pretty good, include that she is a caring, intelligent and independant woman. Also include some of the things she's done to demonstrate this to you as well as how long you've known her and you should be good.

I would write that she is considerate, thoughtful, reliable and dependable. You can add things in between like maybe an example of something nice she has done for you or other neighbors. Good luck
