Yes, the police can make a claim, but it may not be successful.
Provided you were insured at the time of the incident, they can still claim off that policy. When you cancel a policy, you only cancel from that point on - you are still covered for anything that happened before the time of the cancellation.
However, your insurance may refuse their claim, due to the driver at the time not being covered by the policy. Let the police and your insurance company fight it out.

As long as you had a valid certificte of insurance at the time of the accident then the MIB and I don't mean the men in black. but the Motor Insurance Bureuo then they will honour your insurance and the claim of the police...
At the time of the accident who was driving? How were you informed of the accident ? and the part your vehicle took ? and Where were you? Did they catch the driver offender, theif?
If your vehicle was found to be speeding at the time of the incident and you are sent a Notice of Intended Prosecution NIP. If you fail to answer this you could be taken to court and face a prosecution.
It sounds as if the police don't believe your side of the story so be prepared to answer some awkward questions..

Provided you were insured at the time of the incident then your insurers will cover you if any successful claim is made. If the police have the details of the criminals then their claim is against them, or the Motor Insurers Bureau if as expected they have no insurance. If they let them get away then unfortunately it may fall to your 3rd party cover as owner.

They can try, but the minute your car was stolen, it was no longer your responsibility. Most insurance coverage is void for damages caused while the vehicle is used in the commission of a crime..

Not in the U.S. As long as you reported the car as stolen, you're in the clear. You may want to call your insurance company and see if they cover any damages to your vehicle. If you have comprehensive coverage, they might.

NO - Other drivers are only covered in your car if you give them permission to drive it. If these guys stole your car, they have no recourse against you. They need to go against the theives.
