Are you talking about the back-up light, the one that is only supposed to go on when the car goes in reverse? Yes it is illegal if you are not actually driving in reverse. Are you talking of an exterior light, and auxiliary light meant to illuminate the area behind your vehicle, with a switch inside the vehicle to turn it on and off? Yes it would be illegal as it would blind drivers behind you.
Or are actually talking about an INTERIOR light, that a passenger may be using to look for something or read while you are driving? That is not illegal, but if it is high enough to cause a reflection on the driver's window, is hazardous because it decreases the ability to see what is up ahead on the road.
Please clarify the light you mean, and your state or province, because I sure as heck am not going to websites for every jurisdiction and posting 120 links?

If you're not backing then, yes, it is. No white lights are allowed on the rear of a car which is moving forward. That's also why you'll get a ticket if your tail light lens is broken and the bulb is 'leaking' white light out.
