Houston Girl, God was right there, grieving and angry. He gave us all free will - the power to choose for ourselves. Free will is something like gravity; it's a universal principle. If God forced these people to be good to this child they would be like puppets, only moving when their strings were pulled, it would be like gravity being overridden, everything would be messed up and chaos would be the result. We would all float up and die in space.
I HATE WHAT HAPPENED TO BABY GRACE. SO DOES GOD!
When I was small I went through sexual, physical, emotional abuse from relatives and others outside my family. By age 18 I just wanted to die and planned to kill myself. Some people told me about Jesus Christ and that they had a relationship with Him. I wanted that and they helped me talk to Jesus, my first prayer. JESUS WAS THE FIRST TO EVER TREAT ME KINDLY, WITH LOVE. He has been helping me recover from my past since I met Him.
I believe Him. He could not stop my abusers free will choices, but He did make a way for me to find comfort and help. Baby Grace is in heaven, finally receiving the love and goodness she never got on this earth. Trust me when I say that God will deal with predators/pedaphiles
Sometimes, God's eventual punishment of evil people doesn't satisfy my heart when terrible things happen to people, especially the most powerless ones. But the Bible says, "Do not take your own revenge, but leave room for God,s wrath." and "Vengence is Mine; I WILL REPAY!" For now, that must be enough for me.
If God stopped people from doing evil then life on this planet would halt. Things would be in chaos as God had to interrupt events everywhere to stop bad people. He might have to interrupt me....at one point I abused prescription drugs and did stupid things that hurt my family.!
I agree with you in your anger/puzzlement!!! I still sometimes just wish it could be different NOW! But, I have learned to put trust in God's goodness. I am an example of what the power and mercy of God can do. With my past I should have ruined my life and then my children's, then suicided out, BUT GOD HAPPENED TO ME......I am so grateful for all He's done for me.
I would encourage you to take your feelings to Jesus and pour them all out, nothing you say shocks Him. It would relieve your heart to be able to just scream, It's Wrong, It's Not Fair, Why didn't You Stop Them???!!! Vent and then listen quietly for the still, small voice of God inside you - you will know He agrees with you. Then pray for the other small victims and older ones, too. Many suffer tonight and need someone to care and pray for their help.
I applaud your compassion and outrage. This situation deserves Outrage!!!

I know this may seem harsh, but God is not responsible for children. Parents are responsible for children. I know most people feel that God ought to step in and protect them from everything since they are perceived as innocent and helpless. But the truth of the matter is, God holds adults responsible for their behavior. If God moved in to protect helpless children from every threat - perceived or real - think of what that would mean. God would have to protect children in the womb from the effects of the cocaine the pregnant mother is snorting. Or the crack she is smoking. By what authority do we hold God responsible for the children that have been brought into this world?
And there is a greater issue here. Greater than the lives of babies? Yes. It dates all the way back to the Garden of Eden. The challenge introduced there was that humans can govern themselves independent of God. We don't need his help - that's Satan's contention. And boy is he smart. Because you see, he did not challenge God's power. No, no. That's too simple. He presented a challenge that he KNEW would take time to answer. And the first couple swallowed this lie - that we would do better on our own. So they (and by extension we) were allowed to go their own way.
The results proved to be disastrous and they still are. Look at the muck we have made. Still, it takes time to completely answer this challenge and settle this issue. And that the issue is on-going can be seen by a consideration of Job, the first two chapters. The integrity of humans has been challenged as well.
In the meantime, if God intervened, he would be helping Satan make his case. Think about it for a moment. Every time God intervened, we would not really know it. And it would look like we could successfully govern ourselves without Him. God will not help Satan make his case.
But neither will God hinder Satan from making his case. And if God intervened on such a grand scale, that is precisely what he would be doing. Interfering with Satan making his case. Do we think this issue is that important? Probably most humans don't. Because they respond with pure emotion.
But the issue really is that important. Because until it is settled once and for all, there will never be peace for the human race.

There is no sense to senseless action.
This, to me, is the free will issue.
We have free will. "God is no respector of persons", means that God, Source of All, Creator of All, Father, the Great Architect, is immovable, constant, everpresent and does NOT stop us from using our free will. That means, those who have not sealed themselves in Christ are open to making what I consider horrible choices that impact others. That's why Hitler, Bundy, Jack the Ripper, Ivan the Terrible, and on and on, right to those who molest and kill children are 'allowed' to do so, without any seeming repercussions. I don't like that part of free will.
God is LARGE AND IN CHARGE and sees the HUGE picture that I cannot see.
God is also at work on the perpetrator, too. But I have no awareness of how God deals with this.
This is where, for me, faith comes in.
And for me, this is where I have to really practice my faith, get on my knees and talk to Father God and ask and then REMAIN OPEN FOR THE ANSWER. If my mind is preoccupied by my emotions around an issue like this, I am less likely to hear the answer. Sometimes I have to wait and pray and pray and wait, and get comfortable in the waiting.
I don't know if my response makes sense to you. This is just a cruel act. Killing is horrid, torture is doubly so, doing it to anyone is horrid, to children it is more so.
Satanic behavior abounds, but do not let your mind be distracted by these actions, instead I suggest you dig into the Bible and renew your mind.
Honey, in the big picture, take away electricity, and we are all children who are helpless.
Prayer for all perpetrators and predators to be released from their blindness and their bondage to depravity is what is called for now and plenty of it.
Take your distress and turn it into active prayer.
What would Jesus do in this situation? Think about that and then do it to the best of your ability is how I work with these kinds of situations.
May you know the peace that passes understanding in this circumstance and in your heart and mind.
And in the long haul, this will be one of the circumstances that has not lessened your faith, but, indeed, strengthened it, as you pray your way through this.

Where is God when a partial birth abortion occurs, or when my foot is about to be stepped on? Why was Job harmed with God's explicit OK after God had blessed him a lot? Why don't prayers get answered as quickly as we feel we need them to be? God allows all kinds of negative things to occur. You could say that God's coming yeras of the Great Tribulation will be unfair. God is not fair to everyone's thinking. He allows some terrible things to occur. But he works ALL things toward a positive end. Even when we choose to do destructive acts ourselves. Just remember that God has a purpose for even the evil acts done in this world. If he stepped in to stop every evil act people would not have genuine faith in him, many would obey him because of his power and never exercise faith. Reality (God) apparently highly requires faith. Our idea of reality and fairness always goes back to physical matters. Do not fixate on just physical matters because God is not all about just the physical. He is totally fair, but on a higher level. Plus, children (the innocent) go to be with him forever. Imagine that. So I say, do what you can to prevent evil but have faith that God has EVERYTHING under control by his higher definition.

God does sometimes intervene in these things but more often than not God allows man to exercise his free will. God did not create robots and God at the present time does not intervene much in the affairs of men.
But to somehow "blame" God for man's sinful actions is ludicrous. Put the blame squarely where it belongs, on the backs of sinful men.
Another thought to consider: Why do good things happen to bad people?
As for Baby Grace, she's enjoying the paradise of God even as we speak. God is good.

Don't let the evil one get a foot in the door by saying your faith is shaken...that suits his purpose.
pray as you never have.
baby grace is safe now and btw God did not "allow' anything to happen.
i believe deep in my heart that when children are taken away like this that God did not "let" them suffer...angels were with her.

Faith includes trust that God knows what He is doing. We do not understand why bad things happen to seemingly good and/or innocent people. However, the blame many place on God needs to be correctly placed on the evil one and his demonic forces who influence man to engage in hideous acts.

Ok, to make this a short answer or rather question and answer. . .
Do you think God controls the world? He does not control anyone. You have a choice to believe in and follow his Word. People act on their own and unfortuately do a lot of evil things. God does not reach out from the Heavens and grab those evil doers and shake them, slap them or whatever and tell them not to do that it is wrong. He is not a physical Being. He will not even make lightening come down and strike them. He does not physically punish us for our sins right then and there. If people had the desire to have faith and love God they would not have the desire to do such horrible things. Baby Grace will be in a better place than this cruel world.
I am sorry. I hope you can strenghen your faith again. Pray about it. Speak with someone who knows and can help you.

I just need to expand on your question. Baby Grace got attention from the news (maybe because she was a white American girl, I'm just stating) but there are tens of thousands of little children who suffer and die every year so if your heart breaks from one little girl, which it does mine, let her remind you of all the other two year olds in the world who suffer and die that you don't get told about because reporting it won't make money for the news corporations.
