That is really a hard question to give a direct date answer to because it is affected by so much.
If you are talking the generic ones that you can get at places like Wal-Mart, K-Mart, ToysRUs. The bigger names you can start looking for them now. You will find some already out there.
If you are talking about the more specific true collectible ones that you have to go to a specilty store for. Then you will have to wait until January February as some of the paint schemes start coming out.
So essentially you are going to be waiting til the very end of this year, the first part of next year for the cars.
ALSO: You have the very special paint schemes like Rusty Wallace's Elvis Tribute car a few years back. Some paint schemes that are extremely special are only released after the car has raced the race that the scheme is for.

There are several websites where you can pre-order the 2008s, and most say they will ship in January or February. I would look for them to hit the store shelves sometime around then.
