This is setting up a false dichotomy. Regardless of what you believe, what you believe is going to be reflected in how you act.
That being said, we don't (or shouldn't) measure "good" by comparing people with people - the standard of measurement is perfection and NO human being measures up to that.
When it comes right down to it, we're not even capable of accurately measuring "good" and "bad." There's way too much going on under the surface that we can't possibly know or grasp. There's a lot of things or people that appear "good" on the surface that are fueled by "bad" motives - and visa-versa. Track records help - knowing a person's "heart" helps - and it's wise to use a little discernment - but it's best to leave the final judgment to God.

That's nonsense, to be saved you have to believe and act in a Christian way, the one who believes in Jesus and even so does the wrong thing is making points to be excluded from heaven, the good person who don't believe would have to be judged for his deeds.

If one is a Christian their actions must reflect those of one who professes faith in the Lord Jesus Christ. We are admonished to love others, witness to them, share the gospel (good news) of Christ's sacrifice on Calvary for our sins and His Resurrection. It must always kept in our minds that we are known as Christians by the manner in which we conduct ourselves, how we behave and what Christlike attitudes we exhibit. It is a very well known saying that declares that we are the only Bible unbelievers will see, since few will actually read the Bible and understand its truths. Being good does not guarantee a ticket to Heaven nor will a Christian who backslides back into sin. they are both lost for eternity and will face an eternity separated from God.
Hebrews 10:26 states the following: "For if we sin willfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins."
Ephesians 2:8, 9 tells us the following: "8 For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: 9 Not of works, lest any man should boast."
This scripture states that no matter how "good" someone is, it is faith in Jesus Christ which saves us, not good works. We, ourselves, can never be good enough on our own.

It's what you believe that saves you, but that belief will produce evidential acts (which while not saving you will provide evidence that you truly possess trusting faith).

in Romans it talk about don't be conformed to this world but by renewing of your mind.
first you must except and believe then you will be known by your fruit.
it has been said that you are a new Creation when you except Christ.
therefore you are identified not by your word / beliefs but by your witness / actions

To be saved you have to accept that you are a sinner, the repent of your sins, and lead a life pleasing to God. A person that does not choose to believe will not be saved unless they decide to.
