EDIT:

Unfortunately neither of these cameras will be very useful for night photography.

For normal (daytime or with flash) photography the Canon is the best choice. A review by digitalcamerareview.com listed "Poor low-light performance" as one of the "CONS" for the Canon, along with very slow (8 to 10 seconds) flash recycle time.

If your budget allows, the Canon G9 would be a much better choice. Check the review at dpreviews.com and at digitalcamerareview.com and compare it to the A720 IS.

Night photography requires a more sophisticated camera. The camera must have the following:

Accept a cable release or have at least a 15 second shutter speed

Be operable in Manual Mode (the Canon A720 has this) so you can set aperture, shutter speed and ISO

Have a tripod socket

Suppose you wanted to take photos of the city skyline in the distance (after dark). The following examples are from my FotoSharp (fotosharp.com) Day & Night Exposure Guide.

ISO 100

f2.8 @ 4 seconds
f4 @ 8 seconds
f5.6 @ 15 seconds
f8 @ 30 seconds

ISO 200

f2.8 @ 2 seconds

Canon is far more experience than Samsung in the camera industry.
