Jalapenos contain an oil. It is the same thing that makes your tongue and lips burn when you eat them. It's just very concentrated. When you were cutting the peppers the oil absorbed into your skin. Water alone might not remove the oil. I would try soaking in yogurt, milk, or making a paste of oatmeal and either yogurt or milk to soothe it. Something citrus might remove the oil too. I've never tried it, but it could help neutralize the oil. Wear gloves next time for sure and never touch your contacts if you've been handling hot peppers! The oil gets on them and can burn your eyes!!

I did this picking a bushel of peppers and then making salsa a couple years ago. The doctor put my hands under running COLD water for about 20 minutes, then after the pores were cleared out, he had me use nivea cream to soften them up. They looked sun-burned but felt much better.

Sounds like you're very sensitive to capsaicin. You might want to invest in a box of food handler gloves for the next time.

You need to wash the capsacin (sp?) off your hands. It's a very good thing you didn't touch any "gentle" areas!
