"Sensible" has provided you with the most accurate response. The only way a record is expunged, even a juvenile record, is by a court order.
You have to petition the court with justification as to why the record should be expunged.
It used to be an easy process until the courts were seeing the system abused.
My suggestion is contact the local clerk of the court and ask for the procedures within your court jurisdiction on how to initiate the process!

Usually if you were a minor and it's just a misdeameanor you can get it expunged. Some must remain on your record for "x" period of time before it can be expunged.
You'll need to contact your local courts or police to determine.

tell him he needs to go to the city hall of the city you reside in and have a clerk pull up his records first of all to see if the record can be expunged. If the record is able to be expunged, he will have to pay a fee i don't know what the fee is because i live 20 minutes from chicago and the fees may vary per city.

Hire an attorney and petition the court. Depending on the time and circumstances along with what you have done since the conviction, the judge will consider your request.
The Undersheriff of Alameda County was convicted on a serious misdemeanor and was able to have it expunged.
