There is NO SUCH THING as an anti-terrorist certificate.

It's a common scammer ploy to get victims to hand over more money. (Eg, we can't release this huge lottery amount until you pay $10,000 for an anti-terrorist certificate.) Another common ploy is to tell you that you need to pay the IRS estimated taxes and then tell you to send money to an "agent" via Western Union. (The IRS only accepts payments to the US Treasury and does not accept Western Union wires.)

IF YOU SEND MONEY YOU WILL LOSE IT ALL!!!!

(The average scam hit is $3500. The scammers think it's a game to get you give it to them and will claim you can take a tax loss and get your money back. While there is a loss form, only losses in excess of 10% of your AGI can be itemized.)
