He throws rocks at him, bosses him around, calls him names, and back talks me when I confront him. I have talked with his mother but he keeps doing the same thing. I told his mother if this boy lays a hand on my son I am calling the police. My son is afraid to go outside and play. The worse of it: they are my next door neighbors. I am contemplating going to the police for harrassment.

why are you contemplating it?
i'd have the police there everytime you feel intimidated.
can you move?
i give my neighbours hell. it quietens them down.
they think they can do what they like then the police come and they get all scared and wimpy.
you can also complain to their landlord and call child welfare on them too. they deserve it.
make their life hell and they will back down.

Call the police and see what they say. Sometimes they can send someone out to talk to 'both' parties. This 13 year old is getting a rise by tormenting your son.

This happened with my daugther...she was being bullied. She started martial arts and was being harrased for taking martial arts also (even though she didn't tell anyone; someone spilled the beans) - however my pt. is that my daugther finally got to the point where he back was against the wall...(literally) and she had no choice but to defend herself. She kicked the girl all the way down the hall. Now I'm not "proud" she HAD to do this...however she did it and wasn't bullied EVER again.

ALSO: sometimes ... well most of the times when one child picks on another it's because they CAN - because the one child is much smaller/younger than the bully.

Talk with the mom again and let her know it hasn't stopped...but gotten worse.

Final note:
Put your son in martial arts...it's a great self-confidence booster. Plus he's the perfect age.

Has hard as this may sound the police will not do anything. They will require proof. But with this being the age of video all you need to do is catch this boy on tape. Then contact the police. Also keep a journal of every incident. You may also want to contact you child's school principal. They can help in these cases sometimes.

Throwing rocks is a very dangerous thing i don't mean to be rude but i think you have already waited too long you need to help your son before the 13 year old thinks that you don't care
the worst thing you can let your child think is that it will end if he ignores it

go to the police lovie. Its the only way to keep this bully away from your son. Your son needs to feel safe and so do you. If you go to the police you will be doing this bully a favour otherwise he will grow up doing it all the time. Good luck!

as you have already had words with the boy also his mother the next step is the police, also as the boy is 13 he can and should be prosecuted for assault. if you are living in a council house you should also make notes of the dates and times this boy has been attacking your son then take them to the council as the council have powers to evict nuisance neighbours. only downfall is other people get to have the trouble makers living next to them. i do hope it stops though as bullying a form of abuse.

Scout the school for two kids you know can take this kid on. Pay them each week to protect your son and scare this kid away. If you don't want to get involved just give your kid the money to give to whoever he wants for protection. This will in fact make him feel like a businessman and help him out mentally for later on in life. :-)

have you seen this child do it, if so video tape him and call the police. next time your son says it happened go to the er and have them assist in a report
