No - it's caused by the massive dehydration your over-indulgence causes, because alcohol is a powerful diuretic.
Alcohol poisoning is different - it causes unconsciousness, coma, and death.
A hangover only makes you WISH you were dead! Drinking massive amounts of water cures it quickly; drinking lots of water while drinking or before going to bed prevents it.
