It is Scotland. The exact origin is open to debate, but the most accepted golf history is that the sport originated from Scotland in the 1100's. The oldest playing golf course in the world is The Old Links at Musselburgh Racecourse in East Lothian.
The "Home of golf" now days relates to one course which is The Royal and Ancient Golf Club of St Andrews. This also houses the R&A (Royal and Ancient) which is the ruling authority of golf everywhere except the United States and Mexico where this responsibility rests with the United States Golf Association (USGA).
