Oh the reason why it doesn't is because presumably The Bible was written years and years ago and people back obviously didn't know what the word Alien meant because that word wasn't invented yet or if it was it was in Aramaic or something.
In other words I can't really answer this because I'm not Stephen Hawking.

Predictably, since they had no idea that Earth WAS a planet, let alone that there might be others, there's no mention of other worlds.
The 'alien phenomenon'? That there are other intelligent life-forms in the universe seems inevitable. That they've visited Earth or made contact seems impossible. The distances are too great, and the evidence lousy.

Which phenomenon would that be?
It doesn't say that He did or didn't create any other forms of life, as it's not really the point of the book. He also didn't explain moon boots, Adam Ant, or the New Coke in there, but the 80s still happened. (Not really the point of the book, either.)
I don't personally believe in aliens, but it has little or nothing to do with my religious beliefs - it's just so completely unlikely that it doesn't really phase me.

They weren't. The only aliens we know for sure exist are on the planet Frondar. There is absolute proof of this, which will allow us to discard all other nonsensical theories about aliens, gods, Roswell, and so on.

No one believes in aliens except the illegal ones who would just like to create a nice life for themselves in paradise.
Was that grammatically correct? It looks funny somehow.
Aliens, if anyone has really met one, come from the same branch of creations as that demon in the Catholic church who calls it's self The Virgin Mary.

I think that is what Jesus meant when He said that He is not from here but was sent by Him from above. Jesus meant He and His Father Yahweh were aliens who came to Earth to start life on this planet among many others in outer space.

Some of us don't hinder common sense and scientific inquiry by belief in an invisble sky deity and a two-thousand year old narcotics-induced rant whose writers were incapable of calculating pi.

It's an excellent distraction from real issues, isn't it?
The Bible is for us, it's OUR book, our love letter from God. Even if there were other beings, it wouldn't be a relevant thing to discuss in the Bible.
