The other answers are about right - someone who chases you up when you have done something wrong. TV licencing have them as do planning departments in the Council

I believe it is an officer that enforces something and you may be correct. Most of the time enforcement officers stay at home and don't come to work but now and then one does show up for work and when that happens it is usually serious.

basically he is a collector of fines usually a retired policeman is given the job when they retire form the police force proper
