Government should think of employing people for different type of works. They may be paid from the earnings derived. Example if you are having a school, we can give employment for cleaning the premises, clean toilet, drinking water, planting some trees, guarding the school valuables. The school can charge some small fee for maintenance from parents. Like this we can think of creating lot of work in our surroundings.

I have no idea where you get your facts, but there is no such thing as a "guaranteed minimum income" in the US.

As far as India is concerned, you've mis-posted this in the US Taxes section.

The government should not be in the business of making social policy.
