Your question is confusing. It appears from your question that you think that H1, B1, etc. Visas are issued by Govt. of India. It also appears that you don't know what really a Visa is.
Anyway, the sarcasm in your question is about the reservation policy of the Govt. of India. Yes, I think that there should be 100% reservation for ST, SC & OBCs in everything public. The non-reservation castes should be left to their fate and time will come when 'reserved castes' will ask for share in the personal property of such people.

Your questions is slightly confusing. However, H1 visas for example are what is called a capped visa. Meaning that each year only a certain amount of them are issued, and in that amount each country is allotted a certain number. Once the number is reached then no more are issued until the following year.
An B visa is a tourist/business visa for people who can not use the VWP as their country does not take part in it (27 countries are listed at the moment) or would prefer a visa than a VW. Also for business people who have a meetings etc to deal with within the US. This visa does not allow someone to work or live in the US. Unlike the L visa which a management visa and is usually used for transfer of management staff within an organizations to offices and sites within the US from an office elsewhere.
All visas in reference to the US are given out by the US authorities.

First check your details regarding what you are seeking this reservation. H1B, B1, L1 etc visas are issued by the US immigration department/government not Indian government for which Indian can have any control & impose any sort of reservation. USA government is not covered by any caste or religion reservation as Indian government. You want reservation to be implemented in all the sphere of life then go ahead with your demand as any such political party who sings this reservation song in India whether in the Parliament or amongst the general public, after all we live in democracy & every one has right to say what ever he or she likes to say in a parliamentary manner.

question should be understood in right spirit. In other words after u have gulped down a few pegs of spirit drinks if not in gujarat.
All governments should follow indian policy of inland reservation.
India is producing non reserved category for export . Those who are not picked up by international companies are left to serve as punishment in india.
It should reservation in the same proportion in parliament, legislative assemblies and municipal corporation.
It should follow reservation strictly in international airlines carrying visa passanger. All pilots, crew members and air traffic controllers should be from reserved catergories. In matter of visa passengers, till the time aircraft gets the requisite passanger mix , it should notbe allowed to fly out.

which government are u talking about. does the Indian government issued all the visas u have mentioned in your question. As far as I know the visas are approved the issued by the respective countries and these countries have nothing to y\do do with our caste system.
If u being sarcastic, it is ok.
But if u are serious about this you need to get your head examined by a psychatrist.
