Silicon base, rather than Carbon, like us, is the most likely possibility but the idea of it having evolved, naturally, like us, is fabulously remote. The most likely scenario is that a Carbon based life form may build something like robots using silicon based components with something like powerful and sophisticated computers for brains and THEY, then, achieve self awareness, intelligence and the will and means to reproduce themselves. With a little imagination, I would say, 'Yes', to your question. There could be, and it could exist here, maybe, in the future.

An extremely good question as its denial is always based on the survival of Sol 3 lifeforms being not viable in other atmospheres/environments. Just as our lifeforms have evolved out of the planet to adapt and develop into the myriad working systems there are and have been, so it is perefectly feasible that, given the time span and conditions, other lifeforms could well have evolved using a different set of base particles. To go from conscious life to communication and advancement though, is a much bigger step and would need some amazing flukes just as we have had in our own history.

There aren't many solvents which are common in the universe and which can serve as the internal environment of a living organism, in which metabolic reactions can take place. Water might be the only one. Only time will tell. As for not needing air, well there are a lot of anaerobic organisms on this planet (for whom oxygen is deadly) and plenty of aquatic species which die in the air, so that's not a problem.

Consciouses is imposed by influence of education, that respectfully means every conscious life depends on educational system...But you also open an even more unlike issue: that, of an intelligent life of some form that might not need to be supported by the elements that are crucial to our existence. That would involve an entire new evolution from the very beginning...perhaps it is possible, we shall never know though ...

I think life needs air and water but scientists have found traces of once-running-water on some of its terrain suggesting that it is possible that Mars was once a planet with life.
