I don't believe it is a question of knowing how but rather physical ability, flexibility and contorting to achieve it.
I don't think it's impossible some people can do some rather unusual things.

I go that in a fwd once, where it said that we cannot lick our elbows and apparently everyone who read that fwd tried to lick their elbow....you cnt lick ur elbow

Besides pulling your arm out and kissing it you can't. Due to body shape and structure it is one of the few if not the only part of your arm you cannot touch with your mouth.

If you are a fine person, then it is impossible, but if your hand is broken or something like that, then you can easily do it.
But don't try break your hand for licking your elbow.

I don't know why you posted it in singles & Dating but... majority of people can (there are ssome exceptions) however if you can't the you can't, there no way of making it possible.
