what you are dicribing is a bolo,it is not a weopon but the south american lasso.they throw them at the front leggs of cattle .ninjitsu has a weight chain that is use in much the same way ,but is also used as a weapon ,kinda like nunchucks .

I think batman's weapons are more "modernized" to be a mix of the two- if you are thinking of the bat boomerang with a rope on the end that can operate as either as If memory serves me wasn't the rope very long, longer than a bolo?
a more effective weapon however would be a weighted net like that used by the retiarii gladiator.
note that I'm not skilled in any of them, but I would rather go up against someone with a bolo or weighted chain than someone skilled with a weighted retarius net. the net seems much more versitile.

Yep, Bolas. Used by Argentinian cowboys for catching runaway cattle. The Japanese version seen used by Ninjas in movies is called a Manriki Gusari and has smaller metal weights attached to both ends of a metal chain.
